DG Digest: PHMSA proposal would revise classification for some low-hazard fireworks and small arms cartridges

Can you believe it’s December already? Wow! The old year is almost gone as we move into the full swing of the holiday period. That often means lots of parties, extra driving and shopping, and lots of distractions. Let’s make sure that whether we are at work or play, home or the office, keep safety in focus. Here’s the week’s news:

PHMSA

The agency proposes to amend the Hazardous Materials Regulations to revise the classification and approval process for certain low-hazard fireworks; to revise classification criteria for small arms cartridges to include tracer ammunition; to include the PHMSA portal as the method to submit applications for all explosives approvals; and to allow for voluntary termination of an explosive approval by the approval holder. Comments must be submitted by February 28, 2024. Here’s your way to see more.

USPS

The Postal Service is proposing to amend Mailing Standards of the United States Postal Service, Domestic Mail Manual (DMM®) in various sections to require the use of USPS ShipTM (aka Package Platform) for the acceptance and payment of all commercial domestic and international parcel mailings and discontinue the use of the Electronic Verification System (eVS®). While not specifically DG related, it may certainly impact shippers using the Post Office. Submit comments on or before December 28, 2023. Find the details here.
