Transport Canada published a new final rule with miscellaneous amendments to the TDGR, as well as new lithium battery guidance for consumers and an interesting research study on IBC performance.

Today’s blog finds us rolling into the last week or so of October, and we all know what that means—Halloween is coming. There’s going to be a lot of parties and events and a lot of excited kids out and about over the next week or so, so let’s all make an extra effort at keeping our eyes open on the road. Transport Canada

The ministry finalized its “miscellaneous amendments” rule that has been percolating for some time. The changes largely concern correcting textual errors, especially in the French text, and providing some clarifications to areas that were considered less than clear, as in the exact requirements for label boundaries and so forth. There is also some information regarding the use of equivalency certificates (the Canadian analog to the US Special Permit). See the full text of all changes HERE.

The ministry has published a summary of research it is conducting on extending the permitted service life of IBC’s to greater than Canada’s current 60-month limit. The research concludes that the current limit of 60 months is appropriate since some of the IBC’s tests displayed sufficient performance degradation to raise concerns about extending their use in transport.

The ministry also published new guidance for consumers regarding how to purchase safe and effective lithium batteries and avoid the purchase of substandard and “knock-off” type units. See this helpful guidance by clicking the link below.

EPA

The agency published its Hazardous Water Compliance Docket. The docket lists all federal facilities which manage hazardous waste, as well as those that have released a reportable quantity of such wastes during the reporting period. See the docket HERE.

FMCSA

The agency has extended the comment period for its recent proposed rule regarding safety fitness determinations for motor carriers. The new comment deadline si November 29th. See the extension action HERE.
