DG Digest: IATA published revised acceptance checklists for the 64th DGR effective in 2023

We move into the last week of October, and snow is beginning to fall in many northern areas of the country. Be sure your snow removal vendor is all set up—don’t get caught out!  Most vendors will only take on a certain number of clients, so be sure you retain yours before their docket fills up. Winter safety is important, and it will be here soon! Here’s the most recent regulatory news:

IATA

The Association has published revised acceptance checklists to accompany the pending 2023 revision of the DGR (i.e. the 64th Edition). Find new checklists for non-radioactive shipments, radioactive shipments, and dry ice shipments not requiring a shipping paper at the three links below:

Transport Canada

The Ministry published a safety advisory outlining the hazards of refilling pressure containers intended only for single use; more specifically, TC-39M (USDOT-39 equivalent) cylinders. These are most commonly found as single use (disposable) propane cylinders for camping stoves. US law is similar. Find the safety advisory here.

The Ministry has also published a review of its regulations and recommended best practices regarding the transport and handling of ammonium nitrate. This volatile substance is most often used as fertilizer component, but is also a common ingredient in some explosives, and can represent a real hazard if not safely handled. OSHA

The agency is advising interested persons that it will conduct a virtual public meeting in advance of the 43rd session of the United Nations Sub-Committee of Experts on the Globally Harmonized System of Classification and Labelling of Chemicals (UNSCEGHS) to be held as a hybrid (in-person and virtual) meeting December 7–9, 2022, in Geneva, Switzerland. OSHA, along with the U.S. Interagency Globally Harmonized System of Classification and Labelling of Chemicals (GHS) Coordinating Group, plans to consider the comments and information gathered at this public meeting when developing the U.S. Government positions for the UNSCEGHS meeting. This meeting will occur jointly with the Department of Transportation (DOT), Pipeline and Hazardous Materials Safety Administration (PHMSA), to discuss proposals in preparation for the 61st session of the United Nations Subcommittee of Experts on the Transport of Dangerous Goods (UNSCETDG), to be held as a hybrid meeting November 28– December 6, 2022. FMCSA

The agency published an ICR related to DOT CMV marking requirements. The 49 CFR Parts 390 – 395 govern CMV operations including marking specifications.  All CMV’s require marking of some sort, although requirements vary depending on size and service. See the ICR here.

U.S. EPA

The agency is finalizing a rule to codify the definition of ‘‘parent company’’ for purposes of reporting to the Toxics Release Inventory (TRI) and to require the reporting of a foreign parent company when applicable. The existing regulation requires facilities reporting to TRI to identify their parent company in annual reporting forms. This rule adds a codified definition of this data element.
