It’s the week of Halloween! Let’s all remember that this coming Thursday, especially in the afternoon time, there’s going to be a lot of excited children out on our streets and sidewalks. It’s important that s the adults, we are extra cautious in our driving and ready to give the kids the right of way if they don’t act as carefully as they should. Let’s keep the holiday safe and fun for everyone. Here’s last week’s regulatory news:
PHMSA
The agency published a new proposed rule (NPRM) that if adopted will modify certain provisions of the HMR related particularly to modal-specific requirements. The following are, according to PHMSA, some of the more important topics that feature proposed revisions:
• Rail tank car use requirements as recommended by the Rail Safety Advisory Committee (RSAC)
• Rail tank car and service equipment design approval requirements
• Highway cargo tank specifications and requalification requirements
• Marking requirements for cargo tanks that contain multiple petroleum distillate fuels.

OSHA
The agency published an ICR related to the use of explosives in industrial blasting operations. Such blasting can be used in quarries and in various construction activities. See the ICR here.
