DG Digest: TSA proposed rule for drone operations. Plus PHMSA, OSHA, & EPA actions

drone delivery

Cruising into mid-August already! Hopefully, everyone has had or at least will have a chance for a summer getaway. Remember to be safe and mind your heat stress. Meanwhile, a very interesting new proposed rule (NPRM) from the Transportation Security Administration (TSA) will, if approved and finalized as is, authorize airborne drone delivery of packages in the US, including, at least under some conditions, packages containing hazardous materials. See the proposed rule below, along with the week’s other regulatory news:

TSA

The administration published a proposed rule that offers performance-based regulations to enable the design and operation of unmanned aircraft systems (drones) at low altitudes beyond visual line of sight and for third-party services. This proposed rule is intended to provide a pathway for safe, routine, and scalable drone operations that include package delivery and other tasks. TSA proposes to make complementary changes to its regulations to ensure it can continue to impose security measures on these operations under its current regulatory structure for civil aviation. Comments are due on or before October 6, 2025. For regulatory language related specifically to the carriage of hazardous materials, see the proposed rule in 14 CFR 108.570. Find this NPRM here:

EPA

The agency announced a three-day public meeting in late September for its Hazardous Waste E-Manifest Advisory Committee. The committee continues work on the eventual transition of such manifests to be the primary way of document transmission and recordkeeping for hazardous waste.
