The United States Department of Transportation’s (USDOT) Pipeline and Hazardous Materials Safety Administration (PHMSA) today issued an end-of-the-fiscal-year listing of actions pertaining to Special Permits, including those applied for, those granted or withdrawn, and those modified. A variety of subjects are addressed, including issues affecting the transport of explosives, batteries, testing of UN Spec cylinders, use of repaired rail tank cars in commerce, and other unique situations.

Perhaps of particular note and interest, a Special Permit was granted to Advanced Cooling Technologies (ACT) in Lancaster, Pennsylvania, to transport Anhydrous Ammonia in devices called Heat Pipes, which are a type of heat exchanger and not a UN spec container. The permit issued to ACT for these devices allows transport by road, cargo vessel, and cargo aircraft. If your company or its clients currently operate under or are affected by a USDOT/PHMSA Special Permit, you’ll want to review the new actions.
