Summer doldrums this week as regulatory activity eases along. August is traditionally a slow month in our nation’s capital. PHMSA however stayed active and is the only player in this week’s digest. Here’s all the latest:

PHMSA is proposing to revise requirements on the requalification period for certain DOT 4-series specification cylinders in non-corrosive gas service in response to a petition for rulemaking submitted by the National Propane Gas Association. This rulemaking proposes regulatory relief and a reduction in the requalification related costs for propane marketers, distributors, and others in non-corrosive gas service. Comments must be received by October 7, 2019.  See the NPRM here:

The agency also released a set of special permit actions. As is often the case, the actions primarily concern issues surrounding cylinders, batteries, package designs, and petitions to exceed typical weight limits for carriage of DG aboard aircraft. Find the information in the links here:
