DG Digest: FMCSA Aligns HMSP Regulations with CVSA Standards for Radioactive Material Inspections

After quite a busy week last week, this edition of the DG Digest is somewhat more quiet. Meanwhile, the last unofficial eek of summer is upon us today. Be sure that any Labor Day plans you are making include proper attention o safety. We all want to start the fall season off in proper form! Here’s the latest news:

BATF

The Bureau published its updated list of explosives allowed in commerce. While not specifically DG related per se, our Class 1 stakeholders may find it of interest. See the list here.

FMCSA

The agency amended its Hazardous Materials Safety Permits (HMSP) regulations to incorporate by reference the updated Commercial Vehicle Safety Alliance (CVSA) handbook containing inspection procedures and Out-of-Service Criteria (OOSC) for inspections of shipments of transuranic waste and highway route-controlled quantities (HRCQs) of radioactive material (RAM). The OOSC provide enforcement personnel nationwide, including FMCSA’s State partners, with uniform enforcement tolerances for inspections. Through this final rule, FMCSA incorporates by reference the April 1, 2024, edition effective September 20, 2024. See the details here.
