PHMSA will hold a public Research, Development & Technology Virtual Forum on November 28, 2023

This edition of the DG Digest appears just as the nation wraps up the Veteran’s Day holiday. The Labelmaster family joins all Americans in saluting those who have served. Thank you! Here’s the regulatory news from the week just concluded:

PHMSA

The agency’s Office of Hazardous Materials Safety (OHMS) will hold a public Research, Development & Technology Virtual Forum on Zoom Webinar on November 28, 2023. During this one-day event, OHMS will present the results of recently completed projects; brief attendees on new project plans; and obtain stakeholder input on the direction of current and future research topics, including mitigation of climate change, risk management and mitigation, packaging integrity, emerging technology, and technical analysis to aid risk assessment. The meeting will be held virtually on Zoom Meeting on November 28, 2023, from 09:00 a.m. to 5:00 p.m. Find out how to register and participate HERE.

FMCSA

The agency is amending its Hazardous Materials Safety Permit (HMSP) regulations to incorporate by reference the updated Commercial Vehicle Safety Alliance (CVSA) handbook containing inspection procedures and out-of-service criteria (OOSC) for inspections of shipments of transuranic waste and highway routecontrolled quantities (HRCQs) of radioactive material (RAM). The OOSC provide enforcement personnel nationwide, including FMCSA’s State partners, with uniform enforcement tolerances for inspections. Through this rule, FMCSA incorporates by reference the April 1, 2023, edition effective as of December 8, 2023. See it HERE.

Chemical Safety & Hazard Investigation Board

The board published an ICR related to reactive hazard investigation methods. They intend to use the information to help improve their recommendations for conducting such investigations. See the ICR HERE.
