DG Digest: EPA Clarifies E-Manifest Rules, FRA Proposes Waiver Standard Updates, and OSHA Seeks Input on Noise and Carcinogen Standards

Halloween is over. Hopefully, everyone enjoyed their treats! And hopefully everyone has remembered to set their clocks back an hour as of yesterday (if you are reading this on Monday!). Who would have thought November could arrive so quickly? Here’s last week’s regulatory news:

EPA

In a new final rule, the agency issued a set of technical corrections to portions of its regulations dealing with the relatively new e-manifest program. The corrections mainly deal with export programs. Find the rule here.

FRA

The agency published a proposed rule would update FRA’s procedures for waivers and safety-related proceedings to define the two components of the statutory waiver and suspension standard, ‘‘in the public interest’’ and ‘‘consistent with railroad safety.’’ By defining these terms, FRA intends to clarify the standard the agency will apply when evaluating petitions for regulatory relief. OSHA

The agency issued an ICR related to its Occupational Noise Exposure Standard. The standard is one of the most widely applicable OSHA safety regulations. See the ICR here.
