DG Digest: New FAA guidance for “hazmat by drone” operations.

Here’s the last week’s regulatory news, which is a little busy now that the federal government is fully reopened, and everyone is back to normal operations:

PHMSA

The administration released a memorandum outlining a new data-driven framework on outreach, inspection, and enforcement practices within its Office of Hazardous Materials Safety (OHMS). According to a PHMSA press release, “These new priorities support the Department’s core mission of upholding the highest of safety standards.” See the memo at the link:

The agency published a recission of its earlier proposed rule that if enacted would have increased the registration fees for hazardous materials shippers. See the recission here:

FAA

The agency has released an important guidance document related to operations involving the carriage of hazardous materials by unmanned aircraft (drones). See the announcement and how to find the guidance here:

FMCSA

The agency requested approval to renew an ICR, ‘‘Transportation of Hazardous Materials, Highway Routing.’’ The information is necessary to identify designated and restricted routes and restrictions or limitations affecting how motor carriers may transport certain hazardous materials on highways. FMCSA also proposes amendments to its Hazardous Materials Safety Permits (HMSPs) regulations to incorporate by reference the updated Commercial Vehicle Safety Alliance (CVSA) handbook containing inspection procedures and Out-of-Service Criteria (OOSC) for inspections of shipments of transuranic waste and highway routecontrolled quantities (HRCQs) of radioactive material (RAM). EPA

The agency released its draft risk evaluation report for Dichloroethane under the Toxic Substances Control Act (TSCA). This chemical is mainly used in the manufacture of various forms of plastic. See the evaluation here:
