PHMSA
The agency has published final rule HM-257A. This new rule changes some regulations around energetics (explosives) and will:
- streamline the classification and approval process for transporting certain low-hazard fireworks
- revise the criteria for small arms cartridges to include tracer ammunition as eligible for self-classification
- designate the PHMSA web portal as the sole method to submit applications for all explosives approvals along with providing a self-certification provision under some circumstances
- authorize voluntary termination of an explosive approval by the approval holder.

DHS
The agency published an ICR related to it’s “Chemlock” program. The program affects security and software protocols for some facilities that store, handle, or dispose of dangerous chemicals. See the ICR here:
OSHA
The agency announced a series of hearing related to its requirements for medical qualifications for personnel using respirators when working around certain chemical environments. In some cases, medical screening requirements would be lessened or removed. See the notice here:
In consonance with the hearings noted above, the agency also published a proposed rule that if implemented would remove the requirements for respirator screening, or the use of respirators at all, in some circumstances. See this NPRM here:
The agency also released another ICR related to its Asbestos Standard. This highly hazardous material is carefully regulated in industry. See the ICR here:
