It’s the second full week of October—time flies! Now’s a great time to review and if need be update your workplace’s cold weather plans. It won’t be too long in many places before snow and ice make a potential early season comeback, so a safety plan for your employees always makes sense. PHMSA
The agency published its latest batch of special permit actions. Along with the usual suspects (cylinders and batteries) there are some more unique actions in this set, including electronic reporting of consist information from trains and some interesting treatments of gases related to spacecraft. IATA
The association has made Appendix H of the 62nd Edition of the DGR available for download. Appendix H covers the new competency-based training standards which will become mandatory in 2023. Plenty of time to get ready, but don’t delay. Here’s a link to download the information.
Transport Canada
The ministry published updated guidance on the transport of aqueous solutions of methanol continuing less than 50% methanol and are in small means of containment. Many consumer grade products fit into this category, so if you do business in Canada, it’s well worth a look. Here’s your link to the guidance.
FMCSA
The agency published a modification to its pilot program allowing certain military veterans younger than 21 years of age but that have heavy vehicle driver training to qualify for civilian CDL’s. The modification will add several Military Occupational Specialty (MOS) numbers to the program’s eligibility status. See the notice here.

The agency published a revision to its rule governing track safety standards. The rule modifies a number of previously required performance parameters as well as making changes to test regimens. See the revised standards here.
