October is here! Time for all those fall events everyone looks forward to. Another big job you may not look forward to during the season is acting to keep falling leaves clear of gutters and drains at both work and home. Standing water can contribute to unsafe conditions and having it back up in place can often lead to deterioration in roofs, walls, or flooring. Be sure you rake up all those leaves! PHMSA
The agency will hold a free Hazardous Materials Transportation Seminar from October 30, 2024, through November 1, 2024, at the Hyatt Regency Hotel in Indianapolis, IN. The seminar will be a three-day event with a broad focus on outreach and engagement with agency stakeholders. Targeted stakeholders include shippers, transporters, and small business particularly in underserved communities, as well as emergency responders. Transport Canada
The ministry released an interesting study dealing the behavior of portable tanks during crash and fire accidents on the railroad. The joint study with the US FRA modelled a variety of scenarios. The results are intended to help shippers, carriers, and first responders better understand how to prepare for and respond to such incidents. See the study here.

The agency released a revised set of policies that govern accident and incident investigation and reporting. Such investigations are important for helping to improve rail transport safety. See the revisions here.
OSHA
The agency published an ICR related to permit-required confined space entry. See it here.
A second ICR issuance deals with the Bloodborne Pathogens Standard. This is one of the most widely applied OSHA standards, affecting nearly every American workplace. See the ICR here.
